Now Easter is almost upon us and I for one look forward to a short break from my usual routine and spend some quality time with my family. It will be nice to relax a bit and charge up those batteries again.
Luckily we seem to have escaped the April Fool and can present you a proper main article this year. Let’s hope our good fortune holds for the rest of the year and we all stay clear of dangerous waters.

EASA Part-66 Workshop in Cologne 16.03.2010

On 16.03.2010 EASA organized a Part-66 workshop in Cologne to transfer information about the licensing segment and to create a platform for discussion.
What was covered in that workshop? The following explanation should shine a bit more light on these topics:

Opinion 05/2008: Time limit for demonstrating compliance with knowledge and experience requirements.

The current situation showed that there are definitions missing in that area. To clarify this, EASA implemented following new rules:

Basic knowledge and experience for getting the AML:
  • All basic knowledge (new 66.A.25) must be gained within the 10 years prior to the application for a licence.
  • Special mechanism to extend the 10 years validity of the modules and the examination credits provided that no evolution of the basic knowledge occurs during the last 10 years.

Basic knowledge and basic experience (before getting an AML):
  • All basic experience (new 66.A.30) must be gained within the 10 years prior to the application for a licence.
  • Examination after a failed module shall not be retaken in the next 90days following the date of the failed module examination
  • Maximum: 3 consecutive attempts

Type Rating Training:
  • Theoretical (+ examination) + practical training (+ assessment) must have been started and finished within 3 years prior to application for licence endorsement.

Type examination (when no training is required):
  • Examination + practical experience must be completed within 3 years prior to application for licence endorsement.
  • Maximum: 3 consecutive attempts.

Opinion 04/2009: Aircraft maintenance licences for non-complex aircraft (B3 and L licences).


Today the following licences exist: A, B, C, and National system for sailplanes and balloons.

Due to the fact that the area of general aviation was barely covered, the Industry and NAAs requested the creation of an aircraft maintenance licence specific for light aircraft, with reduced qualification requirements that are better adapted to the reduced complexity of these aircraft.

To cover that, EASA created two new licences:

Category B3 is only applicable to:

  • Piston-engine non-pressurized aeroplanes of 2000 Kg MTOM and below.
  • No rotorcraft in B3 licence
  • B1.2 includes B3
  • B1.2 and B3 do not cover sailplanes, balloons and airships.
  • Sailplanes /balloons-airships are covered by L-licence

Category L licence is applicable to:

  • Aeroplanes less than 1000 Kg MTOM, sailplanes and powered sailplanes Balloons
  • Hot-air airships
  • A manned gas airship meeting a criteria reflecting simplicity in its design
  • No rotorcraft in the L-licence
  • There are two sub groups: Limited-L (generally does not include power plant) and Full-L licences (generally includes power plant)


Opinion 05/2009: Privileges of B1 and B2 aircraft maintenance licences and type and group ratings training.

The current situation requires additional clarification:

  • The terms “electrical system”, “avionic system” and “simple test” were defined to clarify the privileges of the B1 AML.
  • For B1 and B2 it has been indicated that the privileges also include acting as “support staff”. For B1 "Replacement of LRUs" has been changed to a more general "work on avionic systems" (always within the "simple test" provision). Category B1 privileges do not include avionic troubleshooting. Category B2 privileges also include certification of electrical and avionic parts within powerplant and mechanical systems, requiring simple tests to prove their serviceability. Due to the fact that the B2 licence does not include the privilege of an A license, it can be task trained within the Part-145 organisation but cannot be transferred to another Part-145 organisation.
  • Length of Basic Training for the category B2 licence is maintained in 2400 hours due to the increase of privileges.
  • Clarification of category A privileges and inclusion of new typical task for helicopter.
  • Clarification of an “aircraft type” and a “complex aircraft” in terms of maintenance.
  • Redefinition of aircraft groups in Appendix I to AMC to Part-66:
    • GROUP 1: All complex motor-powered aircraft and those non complex motor-powered aircraft requiring an individual type rating.
    • GROUP 2: Aircraft other than Group 1, in following sub-groups:
      • Sub-group 2a: single turbo-propeller aeroplanes.
      • Sub-group 2b: single turbine helicopters.
      • Sub-group 2c: single piston helicopters.
    • GROUP 3: Piston engine aeroplanes (other than Group 1)
  • The Type Training was redefined and renewed with more definitions as e.g.
    • Course length (depending on aircraft weight)
    • Course attendance (90%)
    • Examination pass mark (75%)
    • The OJT will only be mandatory and additional in the case of the first TRT in an AML (sub) category in addition to the practical training.
Opinion 05/2008 will be discussed with the member states on 29.04.2010
The approval of the opinions 04/2009 and 05/2009 is expected by the end of 2010. A transition period of 18 months is granted after approval by the EU commission.

New AMC & GM to Part-21

Please be informed that EASA has published a new ED Decision No 2010/001/R on 23rd March 2010 as amendment to Part-21. The main subjects covered are:
‘Miscellaneous Part-21’, ‘Permit to Fly for Continuing Airworthiness Management Organisation and Approved Maintenance Organisations’ and ‘Authorised Release Certificate EASA Form 1’.
