However, I think we can agree that everyone is looking forward to planning their summer holidays. Let’s just hope we get there without too much hustle.

The new Commission Regulation (EC) 127/2010

On February 5th, 2010, the European Union Commission has adopted the regulation (EU) 127/2010 as an amendment to the Regulation (EC) 2042/2003 on the continuing airworthiness of aircraft and aeronautical products, parts and appliance, and on the approval of organisations and personnel involved in these tasks. The new regulation was published in the official Journal of the European commission on February 13th. 2010.
While the regulation shall enter onto force in the EU member states on the 20th. day following its publication in the Official journal of the European Union, the implementation of the new rule in Switzerland will be first subject to the implementation process of the mixed commission which in some cases may last for several months.
The changes to the new regulation resulted from the NPA 2007/6 which proposed substantial changes to the Regulation (EC) 1702/2003 namely in the fields of the application and the grant of a permit to Fly, EPA (European Parts Approval), the revision of the EASA Form 1 as well as proposing changes to the Regulation (EC) 2042/2003 mainly with respect of allocation of the competence for the issuance of a Permit to fly to a CAMO organisation, and the amendment to the EASA Form 1.
While the Regulation (EC) 1194/2009 containing the changes to the Regulation (EC) 1702/2003 was adopted on 30 November 2009, the amendment to the Regulation (EC) 2042/2003, will now implemented by the newly published regulation.  
In addition to the major amendments mentioned above, several other subject items of no less importance such as the addition of a table of content for the annexes I, II, III, IV of the Regulation (EC) 2042/2003, changes to the application and amendment for a Part 66 license, additions of training subject items in several Part 66 training modules, minor amendment to the application Form 19, changes with regards to the application for a Part147 approval and the addition of a new appendix VI containing a sample of an aircraft maintenance license are also addressed.
Furthermore, CAMO + organisations managing the continuing airworthiness of large aircraft and aircraft used for commercial air transport will need to establish and control the competence of personnel engaged in continuing airworthiness management and performance of airworthiness reviews.
With regards to Part-145, the reference in Part M for the Class and Rating allocation system shall now be used for the approval of maintenance organisation referred to in Annex I (Part-M) Subpart F and Annex II (Part-145)
Several EASA Forms, namely the Form EASA 15 a & b, EASA Form 3 – 145, EASA Form 3 - MF, EASA Form 14 – CAMO have been amended, making it now distinct if the competent authority issuing the approval or certificate respectively is a member of the European Union or not. In addition, the EASA Form 14 contains provisions for the grant of the privileges of a CAMO+ organisation to issue the permit to fly.
In accordance with Article 7 Para. (d), of the new regulation, Competent Authorities and organisations may still make use of the current applicable forms and certificates until 28 September 2010.

Significant changes to Annex I  Part-M

During the discussion on the Agency proposal of the NPA 2007-06, it was decided to remove the envisaged privilege for Continuing Airworthiness Management Organisations (CAMO) to issue a permit to fly, in order to examine more thoroughly all its implications. This privilege was subsequently not included in the Commission Regulation (EC) No 375/2007.
The then taken decision not to grant CAMO+ organisations the competence to issue a Permit to Fly has now been reconsidered in as such that the new rule contains provisions for the competent authority to grant the competence to issue a Permit to Fly to CAMO+ organisations. The Permit to Fly will be issued by nominated airworthiness review staff on behalf of the CAMO+ organisation.
Subsequently, the appropriately approved continuing airworthiness management organisation will be authorised to approve the flight conditions and issue a Permit to Fly in cases where the safety of design of the concerned aircraft is not affected. (The permit to Fly issue was covered in the June 2009 Q.C.M. Newsletter)
The approval of flight conditions involves the technical assessment whether the aircraft can perform safely a flight under certain conditions. The permit to fly can subsequently be issued if it is established that the aircraft concerned is in conformity with the design as defined in the approved flight conditions.
As the AMCs for the issuance of a Permit to Fly have currently not been published by EASA, it appears from the proposed AMC of the NPA, that the procedures will be described in an additional Part 4B of the CAME.

Significant changes to Part-145 and Part-M Subpart F maintenance organisations ,

The EASA Form 1 has been changed in as such that the Block 9 “Eligibility” has been deleted.
The deletion of the block was proposed in NPA 2007-13, due to the confusion and difficulties created by this block for no airworthiness benefit.
User/Installer responsibility statements have always negated the usefulness of the information in this block. The instructions for completing this block have not been harmonized resulting in different interpretations of certain information entered on the forms. Attention is drawn here to the new EASA Form 1 -21 Issue 2, introduced by Regulation (EC) 1194/2009 for use in the production environment and the EASA Form 1 –MF/145 Issue 2, introduced by the Regulation (EC)127/2010 for use in the maintenance environment.
In accordance with article 7 Para. (c), maintenance organisations approved in accordance with Part-145 and Part-M Subpart F, may still issue the current applicable EASA Form 1 until 28 September 2010.

German NAA issued approval for A 380 Full Flight Simulator

The German National Aviation Authority, LBA, issued on approval for the first A 380-800 Full Flight Simulator in Germany. This simulator is one of five in the whole world.
The training will be conducted in the Training Centre of Lufthansa Flight Training in Frankfurt.

EASA PAD 10-010 “Safety Belts / Torso Restraint Systems”

Following a conversation on 19th February 2010 in Cologne between EASA, representatives of the maintenance organisations listed in the PAD 10-010 and representatives of AOPA, EASA informed the participants that it will not come to an AD as announced in the PAD.
The maintenance organisations now have to provide new maintenance data for approval. Once the data are approved all items already maintained and certified with an EASA Form 1 can be considered as ready for release to service.

Safety & Quality Assurance Officer / Lead Auditor

Key Accountabilities:
  • Responsible for planning, coordination and implementation of the independent quality assurance system (audits) and for monitoring compliance with EASA, EU-OPS and company requirements.
  • Conducting regular and independent Safety & Quality Assurance audits in order to proactively identify any non-conformities.
  • Actively engage to improve the airline's Safety & Quality Management System through research, innovation and incorporation of experiential learning.
  • Investigating non-conformities to the required level and ensuring that appropriate corrective, preventative and verification action is taken to ensure no future re-occurrence.
  • Review company systems, procedures and processes and where appropriate make recommendations to the Safety & Quality Manager.
  • Implement and execute training for additional internal auditors.
  • Assisting the Safety & Quality Manager and the Safety Officers in the implementation of the company’s integrated SQMS.

Key Requirements:
  • Educated to a degree level or to a recognised professional qualification.
  • Minimum three years work experience in quality management within an EU-OPS Airline - preferably with ISO9001 standards.
  • The ability to gather, analyse and evaluate facts and to prepare and present concise oral and written reports.
  • Good command of both written and spoken English; German an advantage
  • Proven good knowledge of current IT office tools (in particular MS Office) as shown by training and/or professional experience.
  • Good knowledge of regulatory requirements [EU-OPS / JAR-FCL1 (preferable) and EASA Part-M / EASA Part-145 (desirable)].
  • Good working knowledge of audit skills and techniques.
