Welcome to our January edition.

What an unusual start into the New Year. Snow chaos in most of Europe causing trouble and delays for the aviation businesses. Then there was the phantom at Munich Airport triggering the bomb alarm and then figuratively vanishing into thin air never to be found. While he probably did not mean to cause any of it the other passengers were still stranded at the airport for several hours during which security made sure that there really was no bomb.
Let’s hope the year does not continue in this fashion.

New EASA Form 1 for Production Organisations

This month I would like to remind you that EASA has issued a new amendment to Commission Regulation (EC) No 1702/2003 Annex (Part-21) which was published in the Official Journal of the European Union on 8.12.2009, Commission Regulation (EC) No 1194/2009, Ref. No. L321.

Besides other issues, this amendment introduces a new lay-out of the Authorised Release Certificate, called EASA Form 1-21 Issue 2.

This new issue and the completion of it differ in various aspects from the old EASA Form 1 Issue 1.
Hereinafter I want to show you the new lay-out and highlight the main differences between the Issue 1 and the Issue 2.

4. ERROR(S) ON A CERTIFICATE

4.1. If an end-user finds an error(s) on a certificate, he must identify it/them in writing to the originator. The originator may issue a new certificate if they can verify and correct the error(s).

4.2. The new certificate must have a new tracking number, signature and date.

4.3. The request for a new certificate may be honoured without re-verification of the item(s) condition. The new certificate is not a statement of current condition and should refer to the previous certificate in block 12 by the following statement: “This certificate corrects the error(s) in block(s) [enter block(s) corrected] of the certificate [enter original tracking number] dated [enter original issuance date] and does not cover conformity/condition/release to service”. Both certificates should be retained according to the retention period associated with the first.

General Requirements for blocks 14a-14e:

Not used for production release. Shade, darken, or otherwise mark to preclude inadvertent or unauthorised use.


ATTENTION:

The new Article 5 of Commission Regulation (EC) No 1702/2003 reads as follows:

5. By way of derogation from paragraph 1, production organisations approved in accordance with Section A of Subparts F and G of the Annex (Part 21) to this Regulation may continue to issue Authorised Release Certificates or statements of conformity using the EASA Form 1, initial issue, as laid down in Appendix I of the Annex (Part 21) to this Regulation until 28 September 2010.’;


That means that until 28 September 2010 a Part 21 approved Production may issue the EASA Form 1 Issue 1. After that date the new lay-out must be used.

For maintenance purposes the applicable regulation (Commission Regulation (EC) No 2042/2003) has not been amended yet.

Therefore, currently you have the following situation:

Remark:

Security Training

In the future Q.C.M. quality control management AG will further enhance its range of trainings, audits and consulting. SECURITY will be introduced as a new subject. This is to help our clients implement the requirement according to Commission Regulation (EC) 2320/2002 resp. 300/2008.

For this complex matter Q.C.M. quality control management AG will work together with AKOS-Sicherheit GmbH based in Stuttgart, Germany. AKOS has been working in this field for several years.

In the second week of January 2010 the basic conditions for this cooperation were agreed upon by the CEO of AKOS, Mr Armin Kreidl, and the representative of the Q.C.M. administrative board, Mr Andree Beiersdorfer.

Our clients will profit from this arrangement as they will receive services from one source as well as the expertise of specialised companies.
